      I believe they just wanted to say what kind of clothes or color suits and stands out best with black skinned women. Just like light colors shouldn't look too cool with white women and yellow or orange clothes don't suit women with yellow skin. And in the case of chubby ones, there are clothes that don't help much, such as horizontally striped clothes, as well as very “shriveled” clothes that don't look good on very thin women.
